Assuming you're on Win10:
Quick Access > Documents > ETS2 > mod folder
That's where you put any mods you download from the internet, if you don't have a mod folder you have to create one.
Right click when in the ETS2 folder > New > Folder > name it mod folder
That's it.
Download the mod you want from the internet, go to downloads, use WinRar to get the .SCS file from the downloaded mod and drag and drop the .SCS file of the mod after you find it into your mod folder. That's literally all you need to do, if you done that right you'll find the mod in the mod manager when you open the game.
