What wheel do you have? Might be able to change the sensitivity (which is basically gamma/linearity) in the wheel's software.
Scroll down until you find BREAK INTENSITY.
Move the selector all the way to the right
Then, as I keep pressing more and more, the range will keep expanding. So what I do is I pump my brakes a few times whenever I start a new game and then I have a good enough range. This doesn't seem to happen with the throttle or clutch pedals, it's only a brake thing.
