The folder 227300\remote\profiles is a Steam folder and should not be touched, ever.
Yes and no.
The game is using the files in the folders in Docs, nowhere else. Why the devs would put some saves in a user-friendly folder and then other saves in a complete random folder ?
The files in 227300 are the cache for syncing with the Cloud. Any manipulation on the files in that folder will end up with Steam attempting to determine which files are legit and will either erase the Cloud saves or the Docs saves.
Want to edit the Cloud_saves ? Then it's Users\Docs\ETS2\Steam_Profiles

Because they don't get a choice about where to place steam saves?
You might be onto something, the devs of hundreds of game (Elders' Scrolls, Witchers, Fallouts, GTAs, Bioshock, ...) managed to store their Cloud's files in the Docs folder, but not SCS.
But have you actually looked in the steam_profiles folder?
In my game the following files are present:
avatar.png
config_local.cfg
controls.sii
and several gearbox_layout files
There is no save directory and no game.sii file.
That directory and the game.sii files are under the Steam directory.
Those files are there for me, is the config_local.cfg what I'm looknig for because in the 227300/remote/profiles all the saves are old
Mine is as shown below: C:\Program Files (x86)\Steam\userdata\1302304294\227300\remote\profiles\66726F737462697465206861756C616765\save
I have tested this by creating a new save, and this is where the game.sii is located.
Have fun changing save edits..
