I'm not realy know what you mean with "double deckers"?
I know they in real life exist like buses... and some are bridges are to low for these duoble decker buses.
If you with "doubler deckers" means 2 containers stabled on each other on one trailer, I'm sure most bridges will be to low for these.
If I have misunderstand you, so that you with "double deckers" means 2 trailers connected each other, these already exist, both as loan trailers and owned trailers. But in the game, they can only be used in the nordic countries (Denmark, Norway, Sweden and Finland), so there you need to have The scandinavian DLC or the Baltic DLC.
You only see those in the UK though.

2. SCS have not finished with the ownable trailers yet and so, because of their limited use on the continent, they may be way down their to-do list behind things like tankers, livestock and heavy cargo trailers.
Have also seen dutch trailers come into the UK with doubles they might not be the tall version but have a lower section in the framework.
Edit: the one in the picture is a curtainsider and with only three axles maybe is not so heavy.
I'm on an internal push to get more UK spec trailers included. With owned trailers there really no reason not to give them as an option IMO, even if they don't want to put them in freight market.
Here's hoping they get the go ahead from Cartwright UK and it will include more UK spec sizes.
