Also, if you sort the jobs by " ↓ price per distance" then the ETRC trailers always appear first in the list of available jobs. (This info came from SCS in their blog, but I think it depends which DLC's you have installed. I generally find the ETRC trucks appearing below any heavy cargo loads such as yachts and mobile cranes, but you should still find the relevant trailers on the first or second page of jobs.)
What level is your long distance driving at? I had to level mine up before any showed up for me as I was at lvl 2, they showed up at lvl 4 (It will vary depending on start point and destination).
There are some mods that can affect the WoT contracts too so its possible depending on what the mod does (I'm not sure which mods affect it and which are ok).
This is crucial information too. I normally use a separate profile with maxxed out skills for WoT events, because it's one way of eliminating issues searching for available jobs. If all your skills carry full points, you know that all jobs should be available to you.

But as this is an official FIA ETRC event, those are the cities the races actually take place (or as near as possible as some of the actual track locations are not in game).
Having said that 5/15 destinations are DLC, rest are base (Ancona (Italy), Oslo (Scandinavia), St. Petersburg (Baltic), Helsinki (Baltic), Milano (Italy). Not sure about Le Mans if it's base or France...
6/15 -- Budapest is in Going East DLC.
But your point remains: 9 destinations in the base game offer plenty of opportunity to get 5 destinations for the event. ;)
