ALL DLC Bundle?
Is it possible to buy something like "GOTY ETS2" or something including all DLC?

Nope, best you can do is wait for a sale when all DLCs are cheaper.
Unfortunately there has been one very recently so it might take a while.

Partly because they don't expect you to buy all of the paint DLC's.

There is however a map booster bundle.

So far there is going east, scandinavia,vive la france and italy as far as i know. Those are the only dlc you really want except you fancy a special paintjob. I would recommend you to buy the base game and maybe going east expansion before deciding to get more invested. Then i would wait for a sale and get the others if you liked the game.

Oh and if you like different cargo heavy cargo etc is great too but fairly optional in my opinion.

It's called "Map Booster Bundle". Search for that in the steam store.
