Strangely enough, this mimics real life quite well.
But overall, this game is great
Just like real life. I fail to see an issue there.
The AI braking randomly for no obvious reason is a map related bug and should be reported on the SCS forum as per the reporting guidelines if you want it fixed.
Be aware that braking for stranded vehicles on the shoulder is intended. I mean I've never seen anyone slow down even by 2MPH in RL for that reason, but it is intended.
The only time vehicles going "too fast" should be reported is if it's a truck doing over 56mph since they obviously have engine limiters.
TBH I think SCS should drop the whole 10% rule for both AI and players. Some places no longer allow the 10% rule, and others are talking about abandoning it too.

Just like in RL it is the LIMIT good grief you said it yourself THE LIMIT. The posted speeds are NOT the required speed but the LIMIT.
Learn to drive.
I find that once you kind of get to know what the AI will do, it's easier to drive without issue.
