When was the last time that you updated your AMD or Nvidia graphics drivers?
Long timea go, I just cant update it for some reason, It's an AMD R5 230
If you have a laptop, then you cannot update the GPU. A complete machine replacement is your update option.
In the short term you can try going to the Beta tab in Properties section for this game and select 1.35. You may find that as saves from 1.36 are not backwards compatible with 1.35 that you need to start a fresh profile.
Version 1.35 will become deprecated early next year as steam only allows a small number of older versions of a game to be available and ETS 2 is updated quite frequently....
The AMD R5230 graphics card was originally designed as a display driver for simple office or home computing use when it released back in ~2014.

There is the standard 620 and a slimline 620s, the standard 620 will be about 6" or 28cm in width and can accept either the half height (low profile) cards standard size cards that are normally used for gaming.

If you have the larger case size and were wondering what would be required to update to a newer full size GPU which wold be more powerful than a GT1030, then the following video acts as a useful overview. Note that a TX-650 is probably overkill...A big brand mid range bronze PSU could be used today and then moved to a newer build in the future if you wished.

Important that you know cards like the GT710 and GT730 are only as powerful as modern Intel integrated graphics - these are for using as basic display cards for CPUs without integrated graphics for home or office use.
The GTX 1050Ti would require that you upgrade your PSU for something capable of handling the increased power requirements that go with moving up to this level of performance card. A discounted GTX 1650 would be an interesting option if you can find one at a good price as the GTX1650 Super has replaced it with better performance.
