Lagging - game stutters and game is unplayable
Frame drops - no lagging but fps drops and game is still playable
With my potatoe it was very noticable.
In a city traffic would "jump" frame by frame and fps would drop to about 10
Out on a motorway (for instance) fps would go from from 70 down to about 30 when loading assets (Jazzycat mods notorious for this) but game was still playable.
Now with new rig (still using 1080ti) I built I average about 130 fps (2560x1080 @144 refresh) but it still drops to about 70-80 when loading assets or enter some of the bigger cities. I anm using Promods map btw.
Try a vanilla profile with no mods and adjust settings to get the best you can. Then add your mods to see what impact they have. If they impact on fps but you want the mods then, unfortunately, thats the price.
The game has got more resource hungry as it develops but that is progress I guess. From something that could be run on low/mid end rigs it is pushing on to upper mid/high end rigs.
Try reducing traffic on the road as to much traffic around puts a lot more strain on the RAM and GPU to render them. reduce other settings as well to reduce what the game has to render and that might cut down on the stutter.
Tinker with all the settings til u get it running without stutter or reduce it to an acceptable lvl.
Im running the game with a ryzen 5 1600x, 8GB RAM and a GTX1050TI in VR and get stuttering but reduced it by tinkering with settings. my rig is below min specs but can still run the game without too many probs. without VR it runs very smooth.
I tend to get stuttering when there is a lot of stuff around me to render like lots of traffic or scenary like in cities or in the alps. but thats mainly down to the VR HMD not being able to render fast enough.
You have a rig that is well above minimum specs - you GPU is certainly the weak point for VR.

Aside from that, laptops don't have the GPU that desktop PCs have but a lower perfoming one. So you already can not reach the performance of a desktop RTX2070 with your laptop. You either have a RTX2070 mobile which has a perfomance close to a desktop GTX1080 (https://www.techpowerup.com/gpu-specs/geforce-rtx-2070-mobile.c3349) or you have a RTX2070 Max-Q which has the performance of a desktop GTX1070 or desktop GTX1660 Ti (https://www.techpowerup.com/gpu-specs/geforce-rtx-2070-max-q.c3392).
Additionally make sure that you don't have any programms running in the background while you play the game (one of them might be a resource hog) and if you are using mods try to reproduce it on a vanilla profile (no mods ever in it) as mods can also cause performance issues. Btw. how much RAM do you have?
4GB VRAM is quite low, the 3050 is entry level in the 30x0 series. You might just lower your settings and/or your expectations.
Hes Right. you havent much to work with so curb your expectations some and lower settings till its good for you. May want to use Sync if possible and or G-sync if your monitor supports it. Good luck mate. Cheers.
