You can quickly check in your game.log.txt file which one of the two you used last time you played, just open the file, search for "Euro Truck Simulator 2 init ver.1.33.2.19s" and read what follows shortly below there.
I have tried both OpenGL and DirectX, OpenGL run fine, however half the textures are missing (could be due to the texture mods) and DirectX is just stutters.
However this has been a problem I remember having without mods.
I'm assuming you've tried various graphics settings? Including things like refresh rate? I found out a while back that the default refresh rate doesn't always work best. I seem to remember having to change it to 59 or 60. Stuttering disappeared after that.
Only other thing I could think of might be a GPU driver update.

after reinstalling I played on my main save without any mods, the game works better, I have ran into this stutter around 11 times in the past hour but nothing as bad and constant as last time,around 45-60FPS, main places i've notices it appears at are: busy areas, intersections, motorway gas stations (and the lit up strips before and after)
It seems its a bug in the main game itself that the old mods fixed. i'm going to try Open GL now to see how that fairs with this stutter.
Sounds like it's less irritating now. Improvements are always good!
Well i did just post a 'fix'. Even if the 'fix' works for him/her that i put up, doesn't mean to say it's going to work for you. Your hardware isn't the same as mine or anyone elses. Vsync, mirrors and OpenGL nailed it for me after YEARS of trying everything and going through several OS,hardware upgrades. The most stable platform? Win 7 64bit -says it all since it's an open OS still and not riddled with bloat and DRM oppresive features. Says me with 28 years of building my own PCs. But your mileage may vary if you have no comparisson with Win10 and Win7 (i do)
Windows 7 is not open software. I think you meant still supported by MS.
As for the hitches in frame rate in ETS2. It's the engine. I just wasn't meant to do what we are asking it to do. The density and features added to the game are a huge load for it. It stutters under high detail and busy places because it is trying to feed new data. With stock settings it survives pretty well, but with extra mods can bog down. Even with super modern hardware. You have to think this engine has been having new game functions being heaped on it since 2012!
The best thing you can do lower detail or number of views (mirrors and extra displays) and get a SSD. This lowers the amount and size of items that must be updated. The SSD lowers the amount of time it takes to stream those items to the game. This info can generally be applied to anygame with performance issues.
For instance, I don't run texture mods or anything but am running a 3 x 1 monitor setup. So I don't run at maxed out detail because it slows down in cities. I just lowered some detail until I am getting 60fps in almost all situations. I have a 1080 GTX and 4770k, running fastsync with 60fps cap.
Also remember that every extra mirror or display is another view for the game to render. Some trucks can have 2 side mirrors, plus a front mirror and a seperate view for each monitor. So if you drop mirror distance or detail it can impact fps quite a bit.
SCS has had a project for engine upgrade for at least a few years. We'll see what they can come up with.
Also, i have a helluva lot of GoG games that still don't function properly on Win10 yet flawlessly on 7. You have to trawl the net for 'possible' third party fixes if they indeed work! It's like the worst DOS system. Regardless, we never got 'Free' Win 7 but forcebly 'enrolled' in Win10 -no such thing as free. Soon features will be subscription based for Win 10.
That's the reason ETS2 runs better on Win7 as do a lot of pre-Win 10 games.
