Stuck at ETS2 - Launchpad while offline
Just recently bought ETS2 and I've played for a couple of hours with internet connection. Now I'm at a place where there's no internet and after launcing ETS2 and pressing "Disable Inventory" or "Continue" on the Steam Inventory notice, I can't click on anything. The sound is still there and the mouse pointer still moves but i can't click "Continue Game" or any buttons at all.

Just a guess, you can't clicking "Continue Game" because the current selected profile is set to and synced with Steam cloud. If you want to play offline, make sure to use local profile which is no Steam cloud enabled.

I am experiencing the same issue (stuck at launchpad, nothing responds when clicked), except using a steam cloud profile is not the case for me.

Steam is offline, steam cloud synchronisation is disabled in ETS2's Steam properties, I unchecked 'use Steam cloud' when creating the profile in ETS2, and yet I am still having this issue. Even deleting the profile and trying again doesn't get past the issue.

This shouldn't be happening as I am using an offline profile, and yet here I am with the same issue.
