I will give you an example. Usually, save game profiles are saved on C drive...Documents/Euro Truck Simulator 2 if you don't use Steam Cloud.

To move your directory, follow these steps.
1. Create a New folder on D drive and name it something like "ETS2 Save". So it looks like "D:\ETS2 Save"
2. Go to your Library, right mouse click on ETS 2 and select Properties.
3. Click on Set Launch Option
4. In that box type -homedir "D:\ETS2 Save"
5. Close the window and start your game. Try to create new profile, but disable Cloud Savings for that profile and see what happens next.

Make sure first off that your running the game as ADMIN / Logged in as admin ...if you have a virus scanner make sure you have it set to ignore the ets2 folder, same with windows virus scanner . Turn off onedrive if on win10 .. and dont try to save the game to another drive , being installed on another drive is ok but saving elsewhere will create issues .

Try to move your save game location to other partition.

Try to create new profile, but disable Cloud Savings for that profile and see what happens next.

do you have to launch that way all the time now

No, once you set the launch option, the game will read your specified folder for game saves and setting.

P.S. this is not only for game saves, it is for the movement of the whole Document/Euro Truck Simulator 2 folder, meaning all the mods you use should also put into the new path.
