So, download the Promods map and you will get a lot of those countries including Ireland and Iceland.
I see Ukraine being part of Europe, but Russia most definitely is not. Russian is Asian. If you include Russia, you must include India, China, Japan, etc. That's unlikely considering the map is based in Europe.
The name is Euro Truck Simulator. It simulates European Trucks in a land similar to Europe. Further, it includes all currently active brands of European Trucks in the game, as it says on the title. Likewise, American Truck Simulator simulates American Trucks in a land that looks like the Americas.
As far as mods, ProMods is highly detailed and includes many of the countries you listed. Mods are definitely original. More original than edited versions of the base map itself. If you refuse to use mods to get what you want, then you have no reason to demand such things.
