what change when play at ets2 32 bit and not at 64bit?

Virtually nothing. Internally, and in theory, 64bits can handle more memory, aka more mods, larger mods, less HDD activity, lower loading time. Besides that, it won't be faster and if it is, it will be marginal at best.

my pc have 4gb ram , now me run ets2 32 bit for have more fps?

64bits is required for people having more than 4Gb of RAM.
Anything 64bit (software, game, driver, ...) would be useless for you.
