Flashing orange lights

In some cities the traffic lights just flash orange and dont change to red or green! Why is this? What are the road rules in regards to this? I will try take note which city it is in next time.

Late at night some intersections flash the amber light instead of cycling red/amber/green when not many people are about.

It just means to use caution when crossing the intersection. :)

The flashing also means that you have to pay attention to the road signs now, because the lights are not active. In Germany in real life only the traffic lights with yield signs are flashing. The ones with right of way are off. In the game I think every light is flashing regardless of the sign next to it.
