I already tried to remove all files from my computer related to the trucksbook but it did not solve! And the trucksbook support does not respond to me, the trucksbook page in faceook does not respond to me either, the trucksbook developer does not answer me either ... it's complicated!

Uninstalling the game won't help as it won't touch a file that isn't part of the game.
And that thread tells you exactly which file/directory you need to remove.

But in my computer <=> C: \ Program Files (x86) \ Steam \ steamapps \ common \ Euro Truck Simulator 2 \ bin \ win_x64 there is no "plugins file".

Eu mandei email pra steam me responderam em menos 2 horas isso sim é comprometimento com o público!!!
Beleza irmão! Conseguiu resolver esse problema? Estou querendo fazer outra conta, pois o trucksbook não reconhece mais meu e-mail, não consigo mais acessar, aparece uma mensagem que o e-mail não está cadastrado. Não posso criar outra conta pelo mesmo problema de vínculo com a steam. Suporte do Trucksbook não responde. Abç
