I just hope that the dumb EU rules don't end up killing off modding in this game...

Shouldn't be a problem, much like other games that offer the option for DX12 for those rigs that are able to run that. But even if not and as much as hate to be that guy... its 2018, please. There is simply the point where you are sensible about something which is perfectly fine, and then there is the point where you are way beyond that and halting progess just because a minority still runs rigs that belong into a museum. And a rig that, even today, is still unable to run DX11 is most definetly such a piece.
Thank you sir.
For everything else, there's my laptop which happily runs Windows 10 because I can't be bothered to back anything up to downgrade it. I'm excited for Dx11 in ETS2/ATS and that's all that matters. The sensible thing to do is continue to use what works. Killing it off is unreasonable when so many use such a reliable system. It's the same reason I prefer older vehicles. It might spend more time with me when my hands are dirty, but it'll be in my hands a lot longer.
SCS have said multiple times that when they move to DX11, DX9 will not be supported. That's why they have taken so long to really push on with it, there's still 2% of players using old hardware.
But I am really looking forward to the shift, because it could also mean they will put the legacy game to bed so they can focus all their attention on the easier to maintain Steam builds.
Didn't they also mention that the germany rebuild thing will take several patches to complete?
They wrote that in the blogpost about it....so that is something everyone should already know.
A lot of people are still using a 32bit OS without a need as 64bit capable hardware should be out for 10 years (+a few years).........and most of them only would have to download the correct iso to "upgrade" the version...
And that dx11 becomes outdated......for that there would have to be more than the MS games which use dx12 out there.......^^
