Do I NEED the dlc?
I played this game briefly at a friends for the first time and really enjoyed it and am now interested in picking it up. I'm not sure I want to pay full price for all the dlc though, are they super necessary, do they add a LOT to the game?

Most of them - no.
You should choose map DLC, like Scandinavia, France, Going East and Italy. Those are must have in my opinion.
Cabin Accessories are fine addition, maybe trailer (schwarzmuller), or special/heavy cargo dlc, if you like such a heavy transport.
Forget paint jobs DLC - if you sum them up,they are expensive, and, in my opinion, aren't worth the money.
You can find nice map booster package for the game, where you have discount for maps DLC.

I understand what he means. you can pay almost 80 bucks for cosmetic only.

I would recommend to wait for the next sale.
normally the base game would be a fiver then, and you'll get a pack like the "Essentials" for 20-25.

You did not read my post carefully:
if you sum them up,they are expensive - which means, if you buying 40 of paint jobs for $2 each it makes $80... and that is a lot for a cosmetic stuff. In my opinion they are not nesesery.

You don't need any DLC. From SCS perspective any paid DLC is considered optional to them, that's why we get trailer pack as DLC but trucks, which are pivitol to the game, come as free updates.

As far as game play dynamics I would say the only thing that really adds something new to the game is the Special Transport DLC.

I wouldn't even put maps in the "needed" category. All they really do is add more map, but the new map areas (sans Go East) are much nicer visually.

I would favour ST DLC, then wait for a steam sale for the map packs. When they are on offer they are often quite cheap and certainly worth picking up then.

To increase what you can do in game the heavy cargo and special cargo dlcs are worth getting, to expand the map into other countries, there are few dlcs for those you could get. if you want some basic furnishings on your vehicle getting the wheel tuning and cabin accessory dlcs, aside from that the cosmetic paint jobs are really not needed and frankly they should all be put into one dlc pack

Take all the map packs is my recommendation then get promods map and rusmap, now you´ve got essentially all of europe to drive around in including Moscow, Brittish isles, Iceland and Svalbard.
Then when you´re ready get the Special delivery and Heavy Cargo packs.

why not start simple and add slowly one by one, you wil enjoy it much bettetr than.
will all the mapaddon the game is very huge and takes many many hours to look over.

They have sales every so often. Spring sale might see this game and DLCs go on discount.
