You really don't need a gaming computer for this game.
I have an HP G7 Laptop (7 years old!) that does a wonderful job running it.
The G7 was $960 new back then.

And i use promods so it eats fps.

But for 1440p ultra 60+ fps?

I have a DELL XPS with an i-7 eight core and 16 gigs of RAM, once I upgrade from a GTX 745 to something a bit beefier, it should be good for that.

GPU wise, GTX1070 is roughly what you need for that, maybe even 1060. For me 1440p GTX1080, max settings 200% scaling I get about 80-110 FPS using promods.

Other than that doesn't need to be baller. Anything i5 or better, 16gigs and you're good.

Not sure you can get that for 1000€ given the insane GPU prices today.

This is the worst time to build a "gaming" pc due to the RAM and GPU inflations :steamsad:

Perhaps.

But again, IF the op wants 1440p 60FPS+ a gaming laptop that can do that won't be 1000€ either....

I recently bought a gaming laptop with i7 7700hq and 8gb gtx 1070, I run Promods maxed out and 400% scaling. I have between 50 and 70 fps in cities and 80 and 100 fps on normal roads and highway's. Game run's great on this machine. But this is in full HD not 4k.

I would say a GYX 1060 6gb GPU with an i5 or Ryzen 5 CPU (assuming you want an all around decent rig). If using Promods, a 250gb Samsung SSD would likely be be official, and to cut costs, 8gb of ram should be all you need.GPUs are around twice their MRSP unless you time sales correctly (darn crypto currency miners), and RAM has approximately tripled in cost since Android phones started using DDR4 RAM last year. I'll link o a build I have made up that is fairly close to your budget (mine is the same, but I can't keep to it).

The same spected PC would run the game at a constant +80 fps

Laptops are not really meant for gaming. it's just a gimmick... Unless you travel all the time I see no reason why you should get a "gaming laptop" cause all of them suck at what they are meant to do. gaming. You either get a loud turbine engine or a quiet kitten which runs at +80 c due to inappropriate cooling.
Not only that, but laptop hardware is NOT equivalent with PC hardware, laptop hardware will always under perform. Combined with the fact that's it's almost impossible to upgrade laptops (unless you get into advanced disassembly) I see no reason whiy "gaming laptops" exist, unless you are a traveller then yes.... but ehh

You can try looking at ibuypower and cyberpower PC's also try xidax.
I like experimenting on pcpartspicker.com
I recommend having:
Intel Core i7 6700K (or i5) quad core (at least) @2.3 GHz (at least)
(at least 8Gb DDR3 2000MHz RAM)
Hard drive, SSD, or SSHD preferred size (I recommend at least 500Gb)
Nvidia GTX 1050Ti 4Gb (or at least a GTX 980Ti 4Gb) a GTX 1080Ti is better for 4K above 60FPS
A power supply that has enough beef in it to support your rig
A motherboard that supports all this fun stuff

I hope this helps! Getting the 6Gb or above VRAM models of the GTX 1080Ti helps. If you want two, you will have to get an SLI bridge for those GPU's.
