I have an HP G7 Laptop (7 years old!) that does a wonderful job running it.
The G7 was $960 new back then.
GPU wise, GTX1070 is roughly what you need for that, maybe even 1060. For me 1440p GTX1080, max settings 200% scaling I get about 80-110 FPS using promods.
Other than that doesn't need to be baller. Anything i5 or better, 16gigs and you're good.
Not sure you can get that for 1000€ given the insane GPU prices today.

But again, IF the op wants 1440p 60FPS+ a gaming laptop that can do that won't be 1000€ either....
The same spected PC would run the game at a constant +80 fps
Not only that, but laptop hardware is NOT equivalent with PC hardware, laptop hardware will always under perform. Combined with the fact that's it's almost impossible to upgrade laptops (unless you get into advanced disassembly) I see no reason whiy "gaming laptops" exist, unless you are a traveller then yes.... but ehh

I recommend having:
Intel Core i7 6700K (or i5) quad core (at least) @2.3 GHz (at least)
(at least 8Gb DDR3 2000MHz RAM)
Hard drive, SSD, or SSHD preferred size (I recommend at least 500Gb)
Nvidia GTX 1050Ti 4Gb (or at least a GTX 980Ti 4Gb) a GTX 1080Ti is better for 4K above 60FPS
A power supply that has enough beef in it to support your rig
A motherboard that supports all this fun stuff
I hope this helps! Getting the 6Gb or above VRAM models of the GTX 1080Ti helps. If you want two, you will have to get an SLI bridge for those GPU's.
