DLC Sharing

I have the base game and all of the map expansions on my account and i have another account which was a relatives that has the base game and also has other DLC like the Cabin Accessories pack etc which i do not have. I was wondering what i need to do to be able to use the DLC i don't have on this account. I have enabled family sharing on both accounts but it just doesn't show the DLC on my account. I read on the internet about making a new account that doesn't have the base game on and it still didn't work. Is there any way around it?

Purchases are for the account not the person.

Family sharing with the account that does not have the game should work. Family sharing will not work with any account that already has the base game.

I wasn't aware family-sharing shared DLC content. I don't recall it sharing it in the past.

If the other account doesn't have the base game it will share everything.
