If it is, it could be deactivated by replacing "turbo_int.ogg" with a silent file.
I prefer trucks without it but I can get used to it. Or sometimes I just slightly turn the volume down on my headphones and then whistling is almost unnoticable
Yes, it is a whistling (ringing in the ears) noise. I would very much appreciate your support with this matter. You mentioned a solution: replace "turbo_int.ogg" with a silent file", but I don't know what do you mean by a "silent file", nor where to find the "turbo_int.ogg".
I would like to inquire for further information, if you please.
Then use the Game Archive Extractor from http://modding.scssoft.com/wiki/Documentation/Tools to extract the file "def.scs" from the folder "Steam\SteamApps\common\Euro Truck Simulator 2".
Go to the extracted folder for the truck you are driving (I call it "<TRUCK NAME>" because I don't know which one you drive) and open the file "interior.sii" from the subfolder "sound" with a text editor. Find the part where it says:
and change the values for example to:
Create the folder structure "def\vehicle\truck\<TRUCK NAME>\sound" on your hard disk and put the updated "interior.sii" file into the sound folder. Make the whole thing into a zip file called "mysoundmod.scs" using the options "copy (no compression)" and "zip". Put the file into the "mod" folder of ETS2 and activate it in the Mod Manager in the game.
That's the way I would try it. Sorry if I overlooked something.

I don't know how to play the sound file containing the line "/sound/truck/mercedes/int/turbo_int.ogg"
Amazingly, this time I actually waited for 10 seconds until the black-window command closed itself and now I have the subfolder sound and interior.sii file. I am trying to create the mysoundmod.scs file, but I get sloppy - I don't really manage to set the option "copy no compression".

I've converted the turbo_int.ogg files to mp3 and it is indeed the very noise this thread refers to.
I think I've followed your instructions precisely, but in the end it made no difference.

Since interior.sii solution doesn't seem to work, perhaps this "silent file" would.
I am currently trying to replace all turbo_*.ogg with silent.ogg.
EDIT: And... no result. This won't work either. Tried (in both cases - interior.sii / turbo_*.ogg mods) with the launch command -force_mods and still nothing.

Disable sound effects for good.
A couple of things here..
1.
There's no .sii file(s) included in your mod. This is the file that tells the game what .ogg to use and when. You need to copy every .sii file in the folder:
def/vehicle/truck/mercedes.actros2014/sound
to the SAME folder structure in your mod, and then edit, in each of those files, the block:
Leave everything else as is.
There's no need to create a "silent.ogg" file or edit turbo_int.ogg at all.
Save each file as you go.
There are 4 files:
interior.sii
interior_16.sii
exterior.sii
exterior_16.sii
The reason there are four files is because there are two engine types for the Actros 2014; internal sounds and external sounds for both.
You can put that def folder directly into your mod folder without the need for making an scs or zip file. ETS2 happily deals with folder structure. You only need to zip it up when you upload it to WorkShop or whatever.
It would also be a good idea to visit SCS Modding Guides at Wiki and learn about manifest files, mod_description files etc to include in your mod.
2.
There's no need to include ALL sound files when you are making a mod that replaces only one file. You only need include that one file to be replaced.
If you follow 1. above you won't need any ogg files at all.
3.
The "-force_mods" switch is only useful when you want to load files to override game files that load before your profile. eg. company logos, driver pictures, etc.
It also disables the Mod Manager which you may have already discovered.
I would remove that switch from your launch options if I were you.
