At this moment I run the game on ultra, but scaling on 200% with the following specs;
Intel Core i5-7600 CPU @ 3.50GHz
MSI Z270 SLI Plus motherboard
NVidiaGeForce GTX 750 Ti 2GB
8GB RAM DDR5
500GB SSD
That is the most I can make of this game right now. If your specs are lower, I would say try to save some money to upgrade your system step by step.
To run it on ultra with a 400% scaling I guess a 1060 or 1070 NVidia serie GPU will be needed. (I don't know what GPU of other brands would be like to compare to these.)

Try to add another 4gb of RAM, this will give your system more room to process multiple actions at the same time.
Upgrade your graphics card to a 1060 or 1070 serie or something similar.
You might want to look for an i5 processor, but this could mean you have to change your whole system since some sockets aren't available anymore.
For example;
My previous system ran on i3 dual core with 4gb RAM. I wanted to change the processor, but the socket I had wasn't available anymore. So I had to replace my motherboard as well to fit a new processor, and then my RAM didn't fit on the new motherboard so I had to replace my RAM as well.
So be sure all your new components fit on the components you already have or they will be useless, wich is a waste of your money.
Search on internet for the info you can find about the stuff you might want to buy, and ask at your local computer store if all the components will fit together before you start buying.
It will be more expensive than the $160,- you had in mind, but just a new GPU won't get your game to the level you want.
Nvidia not ment to be for gamers? What are you even thinking? It's very well ment to be for gamers, better to be said, Nvidia is not meant for cheapskates.

When you go looking for a brand new pc, you might want to try and build your pc on your own. That way you can order the stuff you really want without making concessions on any part, plus it might be easier to upgrade step by step in the future.
Also it could be cheaper to build your own, since you don't have to pay a big brand for their name and assembeling it. It's not too hard to build it, all the components come with installation guides on how to place and connect each part. Although you really need to be sure everything fits and works together, which won't be the case if you buy a complete pc at once.
From GT 730 to GTX 1030 is not a good upgrade. Skip that for sure.
As has been said, do NOT bother with a graphics card with less than 6GB for ultra textures in games, because most games today require over 3GB on the GPU. The game is now viusally **MIND BLOWING** as smooooooth as silk with NO micro stutters or anything. The 1060 6GB is pretty much going to serve you for a few years at least as specs creep up

So if you can get a hold of a graphics card ASAP, do it!!
I don't know how it is in your country, but a 1050 or 1060 NVidia cart isn't much of a problem to buy over here, it's the 1070 and 1080 that are hard to get a hold on. Pricing is high on all the cards, that's for sure.
