Headlight offense?
This is all confusing to me.
I was driving during evening (8 PM or something, with headlights and lowbeams on) and I got a headlight offense ticket.
Then I was driving at around the same time with only headlights on, got another ticket for headlight offense.

Driving in UK seems to yield most such tickets.

Leaving them on all the time results in fines. Leaving them off results in fines. It's a system I don't understand... help?

This is a common issue stemming from a misunderstanding about how the headlights activate.

Default key of 'L'

First press turns on Parking Lights and lights up the dash and gives some light on the roadway leading some to think they've turned the low beams on.

Second press turns on the Low Beams.

A good way to test to see if your Low Beams are active, try hitting the High Beams (default K key) -- they won't activate unless the Low Beams are on.

To expand on Ryu's answer a little, you will NEVER get fined for having your low beams on and running with high beams on will get you nothing more than a brief flash of the lights from drivers coming in the opposite direction. I turn them on (as low beam) and leave them on all of the time so that I only get caught out by things that turn them off again (truck upgrades, game updates that return you to your home garage) such that I don't notice until I get fined (or it gets dark enough that I cannot see where I'm heading)

Because I've been playing too much ATS headlight required times time's in ETS2 is off but AI traffic turns their lights on between 6pm-8am in ATS* and if memory serves me right it's the same in ETS2. Also in ETS2 several countries have mandatory lights always on laws. Off the top of my head are Denmark, Norway, Sweden, Finland and I believe the Netherlands. Now I'm not sure if SCS got lazy or if by law lights always have to be on (I'm not from Europe) Italy, Poland, Lithuania, Latvia, Estonia and Russia ai traffic has lights on 24/7 as well.

People, I'm going everywhere (except Baltic) with lights turned off and believe me, if it is daytime and it is not raining, I never get a fine for headlights usage. Someone can tell me where, in-game, got a fine in daytime? To me looks like a myth -.- And I'm aware that there are signs here and there about mandatory headlights but it is just the sign, I don't get any fine.

It is getting dark? I turn on low beams. Starts to rain? Wipers and low beams. Storm is over, it is again bright? Turn off all. Even if I try to keep lights off intentionally, the automated fine starts very late while police cars are the most "accurate". Police cars looks the only one that can fine me during a storm if I'm with lights off. Vanilla profile.

A lot of the trucks in game have daytime running lights so you will never get a headlight offence until after dark if you do not have them turned on, there are some that don't have them, they are the ones you will get the tickets with..

Oh dear, so I was "lucky" to never get off of my Volvo(s)? : ) Well, tried a Scania too for a while, exactly from level 0 to 100 ^^'

According to the data the probability for getting a lights fine from the police is 80% and otherwise it is 30%. Cannot comment on the fined during the daytime issue due to always driving with lights on.

I started keeping low beams on all the time and fines stopped coming.
