The game reportedly doesn't like some MP3 files because of the different versions of ID3 tags, so that's one possibility - try some different songs perhaps. I'd also make sure there's no non-music files in there just to be safe.
Could changing the settings for Internet Radio stations affect it? I never looked at that.
My music files were all Windows Music Player files, so I had to convert them to MP3 .
When I used ETS2 for the first time all of my music was available, so I shortened the list.
When using Windows Explorer later, I noticed the "music" entry in c:\documents ...ets2\music was a Shortcut and not the actual files. That's what I was trying to explain in my first post.

Use it to make MP3 files, then put them into C:/Music folder.
Delete any non-music files in the folder
