B. Ingame: Gameplay -> Controller settings
So sensitivity Can be changed in config.sii file which in profile folder in your documents folder, its usually line 170 or 172 and you have to add multiplier to steering sensitivity, like this
config_lines[172]: "mix msteering `-mouse.rel_position.x?0 * c_msens`"
to
config_lines[172]: "mix msteering `-mouse.rel_position.x?0 * c_msens * 0.08`"
