To know where, after you launched ETS2 (or ATS), do a file search on a file called game.log (aka game.log.txt). The most recent one(s) would be in said folder(s).
Then you could either move your saves where the game are looking for them, or modify where the game should look for them.
I prompted you to check if the folder where you put your backup was the same one than the game was using. And then to make it so. [...] Therefore, the file you found was in the folder of the backup ? If not, did you move your backup ? As far I'm concerned, my advice can't fail if you don't follow it
That's not how it works, none of it.
edit: I mean, people have been uninstalling and reinstalling the game for years, hoping it would resolve their problems but everytime, their problems would be back because the game would re-use the same folder, the same config files, the same profiles ... And now, the game would not do that despite the folder being in the same spot as before ?
Nope.
uninstalling the game wouldn't remove the folders where the saves are stored, however reinstalling windows will.

So this I take as you reinstalled your Windows from either safety sector on disc or from a external media, and this will delete your document folder and any configure files you had on your system. Then installing Steam and your game will not be the same as just reinstall/verify the games like you said in your edit.
Absolute path, relative path and environment settings, mmmkay ? Tried creating a folder that already exists ?
If Op made a backup and then restore it in the same folder (ie: the docs folder), ETS2 is completely unaware of what happened nor it cares if anything happened, it won't delete the profiles nor ignore them if it didn't create them, it just reuses them.
You ask if I created a backup the answer is yes I backed ETS2 upto my memory stick. but still no joy
Edit: let's try again, it's XMas and all.
1. you did a backup of your ETS2 Profiles folder from MyDocs to a USB stick.
2. you did a factory reset of your computer, destroying your folder MyDocs.
3. you reinstalled Steam & ETS2.
4. you restored your ETS2 profiles folder from the USB stick to its ' rightful ' place (MyDocs)
5. ETS2 did not find your profiles.
6. I asked if you could find the most recent game.log and you found one
7. I asked if the folder of that game.log was in MyDocs or elsewhere.
8. you did not answered.
9. I asked, that in the case these two folders were not the same, to move that ETS2 profiles folder to the folder where that file game.log was found
10. you did not answered.
When you say you backed up profile did you use the backup & restore games option in steam drop down menu top left (perhaps this is something i should have done before factory reset) or did you backup to memorystick or summat
