Camera 2 is completely in your control.
Camera 3 (Overhead) will change depending on your gear (it'll show the rear of the truck when in reverse which is very helpful for parking).
Camera 4 is completely fixed (top of your truck).
Camera 5 is similar to the peeking out of the window that you can do through the Interior Camera, so you can move your "head" around on that side only.
Camera 6 is your regular fixed front/hood camera (similar to a racing game), which changes on your vehicle direction only.
Camera 7 is a fixed wheel-cam.
Camera 8 is your cinematic camera, similar to Grand Theft Auto.
(These all have offical names through the keybinding/keys & buttons menu, of course!)
I hope that makes enough sense. If you're using a controller, maybe your right analog (or whatever you're using) isn't set-up properly (make sure to check your "Look up-down & Look left-right axes binding)? If you're using mouse and keybord, like Dave said, you move around using the mouse. I might have misunderstood the specifc camera angles you're talking about, as I haven't watched other ETS2 videos, so The Wild Rover might have nailed it as well.
