Until SCS adds Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Kosovo, Macedonia, Albania, Greece, Romania and Bulgaria - ye's won't be seeing Turkey for at very least for 5 years if not more based on how long it typically takes them to work on and then release country DLC.
They could also be charged for, similar to country DLC, but then that will create another problem further down the line when they eventually implemented, what I'm assuming, will be an official MP feature where we share the same world (or server). As it stands there wouldn't be such a problem as they game is strictly SP only but SCS intends to gradually work towards an official MP feature for the game, so.. how would that work when there's two version of the same countries?
In the sense of reworks being free and still being able to make a profit in the same process they could, as this is the only scenario I can think of based on the situation of the two involved, potentially rework the UK for free (as it's part of the default base map) seeing as we've always, technically speaking, had access to all of it - just not all of it because it's represented poorly and then add Ireland along with it but Ireland would be a paid DLC, so as to still bring in a profit.
Why would those two be perfect for that? Ireland and the UK are connected by ports, some of which the places that they're found in the UK don't actually exist in the game so a rework would be required anyway to make them exist. As Ireland is, geographically speaking (but not politically speaking), one country that could fall rather conveniently into the category of a country DLC in its own right - thus SCS could still make a profit off that.
So long as they make the political distinctions between the North and the South of Ireland, I see no reason why that couldn't potentially be a means of one particular rework for a base game country being free while still making money off selling another country DLC. Sure, it might add more time than has been spent on previous country DLCs etc. but it would effectively be two countries in one which would make it worth the length of time in the end.
I'm sure other workarounds could be done for other free reworks of the base game countries that require them but I can't think of any as the UK/Ireland situation is a pretty unique one based on the factors that they're two separate islands and connected by ports - Europe is connected by all road and isn't separate islands, on the other hand.
Due to endless compatibility issues, a rework of the oldest map parts should be free, but from what I've read they are having separate teams to work on ETS and ATS anyway, and would not even need to produce a paid ETS DLC. ATS is crying for more states being added, and they could easily generate money with the first paid ATS DLC. The beauty of having two cash cows!
It's just that the old parts of Germany, UK, and some of the parts that were released alongside in the base game are just blatantly below their standard right now and with Germany being in the middle of the map you can hardly not drive through it and sigh at the ... I don't want to call it 'ugliness', but it's very bland.
The base map is also littered with the same way to connect each and every city. More or less all cities in Germany, the UK, and the neighboring regions (Austria, Netherlands) have two connections directly to a motorway, and most of the time the same motorway. Some things are blatantly wrong, f.e. there are no three-level stacked roundabout interchanges in the UK in the game, and then there's geography. Nuremberg f.e. to pick out just one. It's accessed from the west only via one connection with A9, when in reality motorways are radiating into all directions from there, crossing another right at the city limits. In fact the only direction from Nuremberg in which there is NO motorway is the west...
I know the game needs to simplify to work, but sometimes you think they didn't even look at any real road map while putting the map together.
What about no ?

Quite accurate to real life, where motorway networks are concerned.
Cyprus might also be interesting as an easternmost destination accessible by maritime routes from GR and TR. Just thinking this one out loud.
But Greece and Turkey? Hell yes please.
