Trucks as cargo came with the Scandinavian DLC as it introduced the Volvo and Scania plants. They aren't included with the heavy cargo DLC.
Plus high Power uses trailers that already were in the game, flatbeds namely... Heavy Cargo uses..yea, heavy cargo trailers :)

which makes sense of course, because even 2 tractors won´t exceed 24 tons :)
