the game with all content dlcs and tuning packs (speak: all dls except for paintjobs) costs accumulated ~90€ without sale-benefits

Same applies here, the more the merrier! The skin packs are all pretty useless to me, but new trailers will always appeal.
Another benefit is that the game keeps updating for that money - it will stay alive longer.
the game engine runs fairly poor, if you use more complex maps or higher density of traffic (poor compared with todays possiblity of games, but I'm not a dev, so i can't tell what prism3d (gameengine) is capable of)

Do you want ETS and ATS to continue getting updated? Then support the devs.
Do you want ETS and ATS to be abandoned? Then don't.
That's the long and short of it.
Unlike EA who can siphon funds from other projects when DLC stops being bought, SCS only have two active titles.
At least with SCS the DLC they release is truly optional, you aren't at a disadvantage if you choose not to buy it.

We got double trailers, 8x4 chassis on some trucks, new Scania R and S coming with 1.30, minor improvements to other trucks (DAF and Volvo), and yes, even parts of the map are improved (France outside the DLC area, as well as Italy in 1.30). And that's just within the past year.

new scania -> yes, that seems to be a "free" update for the game - (why "free"?
you pay 20€ for the basegame, without sales benfits.. in those calculated prices are usually update/bugfixes/payment for staff included)
improvements to daf and volvo -> nothing i notices, so i can't tell, but daf got it's own tuning pack
But if, as you say, you "really don't understand why people want more paid DLC's", then there isn't much hope for you understanding anything to do with people paying money for lines of code that make pixels change colour on your screen. If you can't see that people buy these things because they either want to enjoy using them, support the devs, or do both, then there's an underlying problem.
But you don't need it if you don't have Scandinavia since they aren't legal in the rest of Europe (more or less) none issue.

Trucks will always be free because SCS consider them important and necessary part of a truck sim.
New Scania is "free" because it is exactly that. Free.
You realise ETS2 was released 5 years ago, right? And it is still in active development. That is well beyond the normal life of a game. SCS had no idea the game would be so popular and live so long. There is no way they could have included this in the initial price.
The improvements are there whether you notice them are not. This is not subjective.
Look at SCS development history before ETS2. They were releasing or codeveloping a new game every year, usually multiple games a year. Aside from ATS (which is basically the same game with a different map), they have not released any new games since then. That is not a sustainable business model for a game developer without DLC. Without DLC for ETS2, ATS would not even exist.
