If you have the Scandinavian DLC you also typically get to Sweden by ferry, but you can also go a roundabout way on a bridge from Denmark.
I originally got an ETS2 package that included Going East and Scandinavian DLC's along with some others. I bought France DLC later.
Norway has some interesting places. But you should probably have some garages, trucks, and hired drivers bringing in some cash before you roam without a load. You do get a little XP for free roaming:

If you want to drive around without a job, just click "Drive" (the big green button).
You can only get jobs on the freight market from cities to which you have already delivered.
should buy it before .. and you can go there with your own truck or with quick job ..
