There's only a requirement to visit most of these sites without having an account there, even for "subscribe YouTube channels", which don't require subscribing but just clicking on the link. However you'll miss one of the required points without having a Twitter account (there are required 8 of 10 points).

If you want the DLC, which was obviously negotiated with an agreement to help market/publicize Michelin, then you need to get the word out on the various social media accounts. That's the trade off - instead of paying you get it free in return for a bit of marketing.
If you don't choose to take part in that exchange, then you can buy the DLC for cash.

Normally there shouldn't be a problem with that, unless you activated all of your games from keys or received gifts, instead of buying them in the Steam store.
