If you have a rig like that you'd be playing KCD2 at 60fps without frame gen or upscaling.
Everything is just a matter of optimization or whether the devs are lazy or diligently optimizing their game. :D
for Capcom the case is usually the opposite, game will perform much worse than what they put in system requirements.
True, Capcom can't even get the system requirements correct.
If you mean from october when recommended was a 2070 and the min was a 1660 super, they changed that almost immediately after the first beta months ago

FG from 30 to 60 fps is only good for slow games, a game like Wilds requires precision timing and im unsure how FG will work there
