Yes.
For every update I recommend the update routine - and if using mods, yes deactivate them first.
The course of action should always be:
1. making a savegame backup
2. disabling mods by
- removing the dinput8.dll
- removing dxgi.dll if used
- remove any PAK files which are not natively to the game
For the last one in doubt consult SteamDB, or use the guide where I provide an extra section "In doubt: Reset the Game"
3. Once that is done, the update needs to be done - by following the update routine to make sure that the download will be done correctly and that no file corruption will occur.
Typical download issues are
- endless download loop
- DISK WRITE ERROR
- UNSUPPORTED FILE SYSTEM
- CORRUPT UPDATE FILES
4. Check that the game runs again and check your settings - that includes
- your game graphics settings
- your GPU card graphics settings, as it might recognise the update as a new app
5. Once the game is running again with the latest, new version, only then one should start to readd the mods back - preferably one by one.
6. Starting off with REFramework.
7. If REFramework leads to crashes - wait 72 hours for a patch of REFramework - normally the author is very quick with it.
8. After that checking each mod one by one - if Nexus is used make always sure to

the mods you are using. You are not only motivating us mod authors, you also get notified instantly once an updated version of a mod becomes available.
So yeah - make first sure the update goes well without a hitch. Then add REFramework back. Otherwise you cannot tell whether the update failed because of REFramework.
