Technically it is fact. So its truth.
Practically the difference is miniscule, insignificant.
There are other additional factors in play as well, like whether you refer to lower FPS <=> more responsive the usage of framegen or not.
For example the HBG testing in this video shows a loss of 50% of the total damage between 30fps and uncapped. It's going to vary based on your PC and how demanding the area you are fighting is on said PC. To say that the difference is minuscule is misleading and not reflective of reality.
