Report a translation problem
I've tried latest GE, various Proton versions (Hotfix, Experimental, 9,8, and 7), the directStorage "fixes" both directly from Microsoft and "The Little Engine That Shouldn't" from moddb; I've used dlloverrides in the launch options, verified files, reinstalled the game, reinstalled my OS, and it's always the same exact symptom:
I launch through Steam, and after installing windows dependencies (runtime stuff etc) and precaching shaders, I get a black window that, after 5-10s, locks up my entire system, mouse and keyboard included.
If somebody finds a solution, I'd be eternally grateful, I barely got to play the game before Update 1 and now I can't play at all.

Attempted this as well, still not working, I've just sort of given up
There are many CachyOS users that reported the game running fine, one even said the latest Proton Hotfix made swapping DLLs unnecessary. The only thing different here is Intel ARC.
Update your OS, verify game files. Try asking for help in their forum. Game runs fine with Proton Experimental and Hotfix on other distros and even on CachyOS. Something is amiss with your install. AFAIK, Intel drivers on Linux should be stellar. Try finding other ARC users that have played the game, maybe they have some advice for you.
If all else fails, swap distros - if you've made your Home partition separate, you'd only need to reinstall the OS and that takes 15 minutes. Maybe its CachyOS that is causing your issue, though unlikely.
Did you check for savegame corruption?
I'had the same problem as you with the Intel Arc b580.
I've tried this command "PROTON_LOG=1 DXVK_HUD=1 RADV_DEBUG=disable_shader_cache DXVK_DISABLE_PIPELINE_CACHE=1 VKD3D_DISABLE_PIPELINE_CACHE=1 FOSSILIZE_DISABLE=1 %command%" and it worked, there seems to be a problem with this part:
Fossilize WARN: Pipeline library handle 0x00007d17240384f0 is not registered.
It has either not been recorded, or it failed to be recorded earlier (which is expected if application uses an extension that is not recognized by Fossilize).
After trying some other option it didn't work anymore and I got banned for 24h, thanks Denuvo :)
To add to this, I didn't try actually gaming, but I made it to the cache download at the first start of the game, and I used the latest Proton-GE version

I was also wondering if it's an Intel ARC issues as well, been having a different issues but also involving Intel ARC with Cyberpunk 2077 having a memory leak issue with Intel ARC B580
Sadly, nothing. No change.
I did try to use a Steamdeck fix but nothing on that front either.
I am truly at a loss as to what to do, I'm finding nothing on the Intel ARC side of things to even attempt.
I changed my GPU driver provider from vulkan to mesa-git
It now launches, HOWEVER now I am getting this error during Cache loading

Haven't figured this one out yet, most searches I find are for completely different games so I'm struggling to find a solution, BUT it's a step forward.
I'm getting this exact same error with an A770. Arch Linux, 6.14.2-1-cachyos, Mesa 25.1.0-devel.
