Those are not free. Never were.
You should check your mods before you get banned for trying to unlock DLCs illegally with mods. Especially one mod might cause that what you see.
It was also in the dlc pack 1 that was included with one of the more premium versions of the game.
I can confirm access to the fairy pendant, I'm currently using it, and the store page still shows me the option to buy it.
But is says 'owned' for me, not free.
Where did you get your copy of the game?
I had them included as well, but never as buyable option from the store.
I can go to the steam page for the dlc and it shows the buy prompt.
Won't let me go through the payment without changing to a gift though.
That is the more important piece of information.
It always says "owned" or nothing at all, but not free.
If it shows "free", that is a major problem, and most likely mod caused.
Since OP's game is showing something that it shouldn't I"m going to have to agree it is likely from outside causes.
