I hope you didn't upgrade simply for Wilds.
What CPU are you using? My 9070 xt runs like a charm and the 9070 is not far off from this card. FSR framegen on that is - it's a necessary evil.

wot kind of stutters u getting i didnt get much noticeable stutters when i was still using native+frame gen now im just running native+external frame gen much betta perf and looks wey betta

Sound like a YOU problem. Capcom can't sit around and wait for every single tom and jerry to upgrade their low end specs to a reasonable degree. Its time people that refuse to upgrade their outdated 9070 hardware get left in the dust as all the rest of us living in the present with our RTX 11776 get to play a game that looks modern.

except capcom is saying on the store page for this game, that for GPU:
NVIDIA® GeForce® GTX 1660(VRAM 6GB) or AMD Radeon™ RX 5500 XT(VRAM 8GB)

and for CPU:
Intel® Core™ i5-10400 or Intel® Core™ i3-12100 or AMD Ryzen™ 5 3600

is enough to run the game stutter-free.

That's from Capcom themselves.

I've had multiple instances where the game would stutter like crazy, currently it doesn't stutter at all and it doesn't crash (after, idk, 150hrs of play and a month of trying different fixes XD)

Well, what i have noticed with AMD GPUs is that Anti-Lag is the cause of alot of stuttering....if its on in any game options and/or the Adrenaline Software....turn it off entirely...it should fit the stuttering.....assuming that is the cause of it.

i'm running with 7600x/32gb/7900GRE. game run flawless for all map except oilbasin, the map tanked my cpu causing stutter.

R7 5700X / RX 6750 XT / 32gb DDR4, zero stuttering, locked at 75 fps that's my maximum monitor refresh rate, running smooth like butter with FSR

Even with a 7800x3d the 9070 struggles with poor frame time graphs and 1% lows. Certainly not 'smooth as butter.'

It doesn't have to be the build being unstable, the game bugs out like that sometimes. Try fresh install, deleting shader cache, switching to old AMD drivers, etc. That doesn't mean the build is "unstable"

I was having similar issues with 5700X3D+9070xt on 1080p, 2K and 4K. But I realize that when I run the game in window mode it does not have those weird stutters(it shows 120fps on my afterburner but feels like 40 and lag every now and then). After that I went to the Adrenaline software and turned off everything except FSR4, for now it did not stutter. But we'll wait to see how it works in a few days.
