You still have over half of the game (High-Rank quests) after that. So Zoh Shia is basically just the intro to the game...
Finishing the whole game should answer your questions. Or if not, you should at least be able to piece things together at that point.

Zoh, Shia if you didn't notice copies some moves from all the different versions of Fatalis basic, Crimson and White Fatalis. Also some movies from Safi , Alatreon and Gaismagorm. Also are hunter during the fight acknowledges this fact about the Fatalis copied abilities "That must mean... No, There's no way" Does this mean this hunter has dealt with Fatalis before or at lead read info about the dragon who knows.
Plus the some of the Fatalis theme from Iceborn is integrated into the track on the 2nd phase. Also could be a new Blackdragon who knows we will have to wait and see
Someone doing a lore video has pointed out that Zoh Shia also, once its armor breaks, looks like a Fatalis who's regeneration power has turned tumorous from excess regeneration due to Wyvern Milk accelerating the ability.
However, I did notice this voice line you mention and I couldn't really make sense of it.... So there may be more to the references than just GM. Oh well... for all we know, Wyveria made Zoh Shia to protect themselves from literally every other dragon on the planet. *shrug*
It likely from Fatalis genetics and that is why it destroyed em (as fatalis's lore is its about only "evil" monster as it hates humans and that humans how wear gear made from fatalis parts eventually disappear and/or become fatalis due to its undying grudge and regenerative properties.
also people assuming the player hunter has encountered a fatalis in past adn why them say what they say when they see the black body under the armor.
There is nothing in Zoh Shia's fight that hints at Gore Magalia. There is no Frenzy present at all but there is Zoh uses all three attacks of the various Fatalis and as others have pointed out, part of Fatalis theme from Iceborne is in the 2nd phase of Zoh's fight.
Fatalis theme literally plays during the Zoh fight as he begins to transform into a "black dragon"
The thing that came to mind was they must of read reports of the hunter from the new world who battled Fatalis. But if that is the case they wouldn't of know about how Crimson and White version's fight or there abilities . As we all know White Fatalis was the one who wiped out the king of Schrade.
It's very strange maybe Zoh Shia was turning to variant,deviant or subspecies of Fatalis it wouldn't shock me at this point
i dont think they build him only to fend of a gore.
would rather think gore only apears because zoa is gone.
also have someone noticed zoa´s wings are more like that of gore and not that of fatalis.
Edit: I felt like the elemental attacks seemed similar to Fatalis and it seems like they're based on Iceborne Fatalis, Crimson Fatalis, and White Fatalis.

Uh, no, I dont think so.
Don't think "New" is what they were going for, given that its theme integrates Fatalis' from Iceborne.
Personally think it a cool thought that Zoh Shia had to deal with and repel some other creature whilst itself being an amalgamation of the widely accepted most fearsome species.
Imagine those creatures having had a big battle and both ending up weakened, Zoh Shia staying at the torch to recover for ages, getting broken out and "Slain" by the hunter to later return mutated and more powerful. And later face its new and unknown adversary.
I mean personally I would like to see Nakarkos come back or Gogmazios
