So what you seem to be complaining about is some incognito cheater who save file edited for high end gear, but somehow seems to play normally and they aren't constantly playing like a noob who cheated for high gear? Consequentially this isn't a big deal. The game already has leeching or carrying as a thing that happens. People can leech off the work of others regardless of save file editing or not. Join in on a fight ten seconds before it's done and you got a free carry. Am I supposed to be worried about save file editing when the people being carried or leeching are doing a similar thing?
It's not that common, I've done many SOS quests and haven't come across one cheater yet despite coming across a few in Rise.
But the game is at fault for allowing impossible gear to even be a thing and sync to other players like 1 deco giving many skills or max skills kind of silly stuff, there's no real check to go "hey wait, that's illegal."
This can easily happen on Console honestly with any sort of save editing if someone REALLY wanted to badly as it wouldn't even bother unless it was so far outside the scope and corrupted your save.
And I haven't come across a increased reward quest other than a screenshot that preemptively showed the quest had modified rewards before you joined.
I question the legitmacy of anyone saying they encounter loads. or enough to say that its rampant.

This seems to be an instance of making a mountain out a molehill, sure there are cheaters here occasionally (haven't personally seen any yet other than a maxed out hr on day 1) but every game has some sort of that these days. It is what it is, move on.
Oh wait, the actual person who made the post is on console- good luck with that then, best luck is to restore an earlier save if you have it.
Are people "Cheating", or are they customizing their own fun experience, and you are crying because you willingly chose, of your own free will, to join their game, knowing the consequences, but doing so anyways, with no one to blame but yourself?
I m sorry to hear all this go through for you, tho I'm slightly cheating with x3 rewards...I still set myself a rule that I had, to only get 1 armor piece at a time of every monster i kill, i get their sig armor or weapon...again I m terrible sorry for your experience...
