Make sure you're on correct drivers.
This is a game you get in 5 years from now once technology catches up or should I say if it catches up. All they had to do is use a different engine but why do that when there is enough rich idiots that upgrade every time new GPU comes out.
I wouldn't even be mad if the game looked good it looks mid.
You can play this fine in high settings 1440 on a 1400 usd rig.
Running same settings you are and my framerate is very stable and nothing looks smudged on a 4070ti with a 5600x and 32gb ddr4.
One thing to note is that intel dropped support for avx-512 from 12th gen onwards and REEngine relies on that for maximum performance.

Just a small reminder that this game sold 10 million copies and it still peaks at 800,000 people on pc. Looks like a playable game to me. :P
