Every modern MH game starts with about this amount of content, and they build them up over time. Was like that even 20 years ago on the psp, on a lesser level, there was a menu specifically for downloading add-on endgame quests like fatalis.

remnants in the game files indicate that at the very least lagiacrus was intended to be included on release but was cut/delayed. we have it's nest location in the scarlet forest and pathing data that indicates it was going to use the water streams to travel similarly to uth duna. there's some theories that seregios was the same way, but there's less solid information on that. there are also some weapon icons that seem to indicate that zoh shia was intended to have unique gear that isn't currently in the game. it's not as bad as say, rise releasing without the actual ending to it's story, but there is stuff that was intended to be included on release that is currently missing.
