How to add text to stickers that have no text?

I have seen people spam stickers in chat that have custom text set on stickers that don't have any text support.
Are they using mods to do this or am I missing something? When I add custom text to those non-text stickers, nothing appears.

on controller the default options is L3, i think it might be shift on keyboard. Just select it and it should be one of the options on the bottom of the UI
