Uth Duna bow second upgrade not unlocked yet

I already unlock all of uth duna bow upgrade exept the second one, i already hunt many uth duna but second upgrade is not unlocked yet? why? is anyone know how to unlock it?

- Balahara Certificate S x1
- Torrent Sac x3
- Dragonbone Relic x1

Or do you mean III by second UPGRADE?
- Uth Duna Certificate Sx3
- Uth Duna Claw Plus x5
- Uth Duna Cilia Plus x3
- Uth Duna Plate x1
