Another part of this is that people first build an Arkveld set as their first late game set before seeking out specific armor for a build. Makes sense, he's easy to farm because he's in all maps. You then find out that burst aka Gore Magala is key to every meta set in the game.
You join the Gore fight, in what else but your Arkveld set. This gives a massive penalty to dragon resist, which gore magala hits you with, hits you hard. Majority of these people are probably getting 1 tapped.
I am yet to cart on any other tempered boss. Gore is HARD.
i haven't maxed out my armour yet either though, maybe he is easier after that but so far he is the most difficult monster in the game. arkveld in comparison doesn't have too much downtime but his attacks are very easy to get used to and are quite obvious about where they can hit

Also, a lot of newly finished quest players go to farm gore and arkveild due to those armors being BIS for a lot of builds, and gore is the only monster that 1 shots with a lot of his attacks before you have a high armor value. People probably aren't expecting anything to literally 1 shot them with most attacks, when nothing else did, including tempered arkveld up to that point.
