Can you get Crown Monsters from Optional Quests?
Or is this a Field Survey / Investigation Exclusive sort of thing?

Far as I can tell, only field survey. I've only encountered exactly 2 crowned monsters and both were from surveys

Okay. I guess that is one datum.
I'm trying to work it out myself now. I've got most of the crowns, but I'm trying to find a Small Crown Chatacabra of all things..... like the weakest possible large monster in the game.

And the really sad thing is I SAW ONE BEFORE but I was trying to cycle the moon phases to Full Moon so I could get that damned flower to spawn, and was too focused on that to go chasing after the Small Crown Chat that just barged right past my tent. It was tiny and I shot at it until it went away (It was limping), then aborted the quest Alma had forced on me, then swore at the screen for dumping me back at Base Camp when I was just trying to camp out in the North and watch the moon rise..... and then went back to the mini camp and shot at Alma until the moon came up. There really needs to be an option to tell Alma "Put the damned quest away. I'm not following through." without being dumped back at Base Camp. It isn't like finishing the quest dumps me back at Base Camp, is it?

Anyway... I digress because I have the attention span of a jack russell terrier... now most of the Chatacabras that show up are Tempered and have less of a chance of being Small Crown, which is why I wanted to try Optional Quests, as at least that way I can ensure it isn't Tempered.

Crown doesn't actually reflect strength. It's their size. Far as I can tell, it's flavor, like the size and weight of a fish. Doesn't matter how big that fish is, it still counts 1 fish. Tempered can be big or smol

That said, there's a way to check if a monster is a Crown one: Binoculars.

... In the older games at least size DID scale with health, strength, etc. Can't tell if it still does. Wilds does things differently. I can't simply assume I know things because I knew how they were in World or the old games.
And I know the binoculars things. I don't use them much because they're buried in the depths of my toolbar, but I know. The game made sure to rub my nose in that one.

Well, at the very least, I can attest that Tempered monsters can have a small crown. It was my first crown, that damn fire chicken after the frog.

Yeah, so I found. Got a Small Crown Tempered Kut-Ku after my last comment.
I'd thought they couldn't be Small Crown because...... well.... I wrongly believed something someone said around here, I guess. My fault.

I've got the small Chatacabra now at least. Had to go look in the field. Tried to fight it. A Quim-Chicken showed up and picked a fight, and then a second larger Chatacabra joined in... and there were herbivores everywhere and it was a complete mess.
Got that one now too. Mostly need Small Crown Guardians now.
The size doesn't affect health, their health can vary but it's a separate RNG roll from their size. It also doesn't affect damage at all, I think the only real tangible difference size makes is hitbox size but that's really it.
