If you see this thread you are also experiencing this error and know exactly what I am talking about.
I tried: flush DNS, change to google public DNS, Disabling Firewall, disabled IPv6, deleted all hosts files in C:\Windows\System32\drivers\etc, no luck whatsoever. Anyone knows any other fixes or am I at the mercy of Capcom?

Well basically when I try to do anything online related whether it is join a lobby or invite my friends to a link party I get this pop up error saying I could not connect to the network with this error code. For now I can only play this game offline. Furthermore, when I do manage to play online the game quickly will disconnect mid mission and I will see the error message again.

Found any solutions yet? I started having this error code after the recent update

Solution for me was resetting Windows Firewall settings. After a reboot you need to obviously allow the programs that prompt for it again.
