Jin Dahaad...can't figure out how to create a quest

Kind of confused. I can do high rank quests now, and Jin Dahaad appears in the wild.

I've read that the only way to start a quest with him is to find him on the map and create a quest that way, but it said can't create quest right now.

So I went and found him with my binoculars, still didn't work.

So I went up and started attacking him, and even though he still had 19 minutes on the map he left.

It might be that you're in part of the story now where you first need to complete a main story quest to progress before being able to do that

You use the "Make investigation" option when looking at them on the map its self (That is your full zone map, not in world), at least thats how I've gotten hunts of it that aren't the fixed optional hunt in the quest list.

Begin Field Survey starts a quest
Save as Investigation makes it a quest to do later.

Like I said, the option wasn't there. When I clicked him it says I can't create a quest with him. So is there a side quest or main quest I get soon that gives it like he said? vvv

Because he appears on the map now I assumed I could do something with him but maybe not.

He only appears sometimes, and when he does you can make an investigation. I fought him tempered before

I've already said it would not let me. It said I can't make a quest or anything with him. I saw him twice now and it would not let me.

If your HR is not high enough you can't create a quest with him

Game will say "Quest Creation Unavailable" when you hover over his icon on the map

As long as you've got enough HR to do it.... bring up the map (hold Back), press X (or whatever the left button is on your controller) to show the Environment Overview, click A (confirm) on the line for Jin Dahaad (should be the top) and it should pop up a thing saying Create Quest. If it doesn't... you don't meet the requirements.

I had this problem. Basically you have to find the monster and engage it on the map (the Jin Dahad I couldn't create a quest for was on the side of a cliff) - basically attack it until it moves to another area. But this part is tricky too since you have to manually go down the rocks because the monster is stuck and can't move to the next area, hence the quest being unable to be created).

Once you go down a couple of floating rocks and see the monster move towards the next area, you should be able to create the investigation for it.
