Is CAPCOM multiple people with different specialties and the exploit / performance issues go to different teams?
1080p was the standard for decades, 1440p and 4k have always been marketing gimmicks. if you're not playing on a 60" screen, you don't need to waste money on the excessive processing power it requires.
I have three 24" 1080p monitors. My setup has remained unchanged for over a decade. Costs maybe $80 to replace monitors if needed, and everything runs fantastic. It's great :)
My monitors are 144hz, I purposely set them to 60hz because steady 60fps is better than fluctuating 80-120fps. My sincerest apologies that I'm not as easily advertised to as you clearly are
There's an anti-tamper in Icebourne; to this day, if it isn't disabled, it still causes micro stutters. I doubt Capcom will ever rectify nor tone down the anti-tamper; they likely don't see it as a problem. The anti-tamper probably also doesn't prevent piracy; they have denuvo for that. They should just remove the anti-tamper though, considering how anyone who wants to mod the game or just want to regain the lost performance from the anti-tamper scanning memory can just drop in a single dll to disable it.
Another thing they honestly could do pretty quickly is update the Direct Storage dll's. That would mitigate the frame rate dips when the camera turns quickly.
