Report a translation problem
Usually if the game is asking you to travel somewhere it means to talk to an npc and travel with them. So maybe you need to talk to a person and travel with them to the base camp. It should tell you a bit more of where you need to go and what you need to do in the quest info page.
To actually find places like the base camp if you open your map and then press right on the dpad then A (not sure of pc controls but they will be on the screen bottom left) it will give you list of fast travel points to jump to and if you have the base camp it will be the top of the list.
At some point the popup camp is getting destroyed and you have to fix it.
May do that and find a video through that portion. It initially told me to talk with Alma, which I did, and now she only pops up the Mission menus; it's odd.
I believe I've found all 12 popup camps in the Forest by just running around and exploring.. maybe I've missed one but..

Hmm, I built the first popup camp and can travel to it. Even built another elsewhere as you get 2 popups in the Forest but to my knowledge I've not had a destroyed one which makes me think I'm a bit stuck. I'll keep searching and thank you for the input!

Turns out, being in a linked party was inhibiting the marker for next step of the quest. After un-linking completely and reverting to 100% single player mode, the marker immediately appeared on the map and they were able to progress the quest and story.
Looks like OP had a different issue, but hope to save someone the hours we spent trying to solve this.
